This is an English publication prepared for IUCN in 2003
It  is a follow on from Hannu Biyu.… and focuses on Social Communication discussing it as being
an essential process to allow local shared management of common resources to take place. The
article draws on the positive and negative lessons learnt by the association Kou Tayani over
three and a half years and shows that permanent multi-user negotiation and local peoples’
capacity to manage does exist as long as an enabling environment has been created.

This article describes an on-going practical example of local stakeholders working together
towards shared management of a strategic ‘common’ resource: the KouTayani Association of
Zinder Region, Niger in West Africa. It tries to gives a practical as well as theoretical view of the
autonomous evolution of this local management structure and its management over a five year
period.

This consultancy report takes a closer look at the knock-on effects of placing wells in pastoral
areas in Zinder Region : Niger. It focuses on the pastoral areas of Gouré and Tanout
Departments and makes a modest contribution to understanding the complex realities of well
management in the area.

Participatory Forest Management : Ensuring Equity and Local Governance (525Ko)
This is an English publication prepared for a conference on Participatory Forest Management
held in Addis Ababa in March 2007.
The article attempts to present a practical overview of the management of common property
sylvo-pastoral resources by Local Management Structures (LMS) through an analysis of 5 case
studies in Zinder Region in Niger. The analysis helps illustrate the complex socio-political
environment in which shared management takes place and in doing so, it raises a number of
(what we believe from our experience to be) important elements in ensuring the equitable
inclusion of marginalised and other groups to common property resource management.

Land Tenure Security:  Shared Management of Common Property Resources in Niger (321Ko)
This is an English publication prepared for IIED in May 2006
This article attempts to present a practical as well as theoretical overview of the current land
tenure situation in Niger, West Africa. It also describes some of the realities and impacts of
translating such political reforms into meaningful action in the field. The tenure of common
property sylvo-pastoral resources is discussed in particular because of the strategic role these
resources play in multiple rural production systems and their vulnerability in the face of currently
accelerating trends towards privatisation through agricultural expansion and/or appropriation.
